Mr. Md. Latiful Khabir
Lead Consultant, ICGS
Mr. Md. Latiful Khabir is currently serving as the National Program Coordinator for the University Innovation Hub Program (UIHP), a flagship initiative funded by the World Bank and implemented by the Bangladesh Hi-Tech Park Authority (BHTPA).
Prior to this role, Mr. Khabir worked for over 16 years as a faculty member in Human Resource Management (HRM) and Management at several renowned public and private universities, including North South University (NSU), Independent University, Bangladesh (IUB), American International University-Bangladesh (AIUB), and Jahangirnagar University.
In addition to academia, he has served as a consultant for various organizations such as Dhaka Metropolitan Police, MI Cement, and Market Access Analytics and Consulting, contributing his expertise in management and organizational development.
Beyond his professional career, Mr. Khabir is also the Founding Chairperson of School of Hope, a charitable initiative dedicated to providing education to underprivileged children.
Shah Nazim Uddin
Consultant (HRM), ICGS
Shah Nazim Uddin is a development and management professional with more than 12 years of experience in programme management, operations, human resource management, entrepreneurship ecosystem development, and community resilience initiatives. As a member of the consultancy pool of the International Center for Global Skills (ICGS), he contributes expertise in programme operations, stakeholder engagement, training and capacity building, talent management, and project implementation.
He previously served as Program Manager of the University Innovation Hub Program (UIHP) under the Bangladesh Hi-Tech Park Authority (BHTPA), where he worked extensively on innovation and startup ecosystem development. He also held key leadership and management positions at SAJIDA Foundation, ICMA USA, Crown Cement Group, KASKAL Co. Ltd. (Bangkok), and Doreen Group. His areas of expertise include programme and operations management, HR and talent acquisition, mental health and well-being programme management, entrepreneurship development, monitoring and evaluation, and community resilience initiatives.
Md. Mohsin Kabir
Md. Mohsin Kabir, Assistant Professor in the Department of Management, General Education Cadre
Md. Mohsin Kabir, Assistant Professor in the Department of Management and a member of the Bangladesh Civil Service (General Education Cadre), is currently pursuing his Ph.D. at National University, Bangladesh. He holds a Master’s degree in Human Resource Management from the University of Dhaka. He was awarded the “Director General’s Award” in 2010 in the Foundation Training Course at the National Academy for Educational Management, an affiliated academy to the Ministry of Education, Bangladesh.
Dr. Mostafa Saidur Rahim Khan

Dr. Mostafa Saidur Rahim Khan, PhD, is a Senior Researcher at the School of Economics, Hiroshima University, Japan, with an extensive background in behavioral finance, household economics, and financial literacy. Holding a PhD from Nagoya University, his research encompasses over 50 publications in Web of Science-indexed journals, with notable recognition and citations globally. Dr. Khan's work has received significant media coverage, showcasing its societal impact, including features in prominent outlets like The Guardian and Hindustan Times. As a researcher for ICGS, he brings deep expertise in economic behavior, social inclusions, and innovative financial strategies, contributing to impactful research and consultancy.
